If you insert a new slide that has the clipart insert on
it and then double click on it, it will go out to the
internet and search for clipart. I do not want this to
happen and I was wondering if anyone know how to turn it
off?

Try trick is to save the clip art to your computer (assuming you have permission and copyright clearance to do this),
then in powerpoint, insert picture from file

See if this helps:

Help, Customer Feedback Options
Click Online Content on the left
Remove check next to "Show content and links ..." etc.
Click OK
Restart PowerPoint

You may want to leave the main "Show content" option selected but remove the
check only from "Search online content ..."
