Default Outlook Express is Rubbish

Can anyone in the big wide world out there tell me why
there is an option called "Create Rule from Message" on
Outlook Express v.6, when that function has never worked?

Can anyone tell me why the Block Sender option on OE v.6
doesn't work?

Can anyone tell me why Outlook Express v.6 does not exist
on Microsoft's product help menu, while older versions do,
and why Microsoft says that OLDER versions of products may
not be supported?
