In the form's Open event, execute the statement:

DoCmd.Maximize

Note that maximizing a form also maximizes any other (non-popup) forms and
reports, so you may want to restore things when the form closes. In that
case, you could use the form's Close event to execute the statement

DoCmd.Restore

You can also do the same thing using the corresponding macro actions,
Maximize and Restore.

Open the form in design view and view its properties. On the Events tab select
the Open event. Click the ... icon next to it and use the Macro Builder (or
Code builder, if you prefer) to create a macro with only one step - Maximize.
The macro wizard will help you.
