Default E-Mail icons in Outlook

Hello:
Never really paid much attention to this, but I have been noticing more and
more people are sending messages that have a post-it type icon instead of an
envelope.
What is this? Don't even know what to search for. A calendar appt and
attachment icons are obvious, but this wasn't. How or why would you use this
instead of just sending email?

Is it the Post icon as displayed here?

Are these messages perhaps being posted to a Public Folder?
