Default outlook express will not sent an e-mail

I can see the e-mails coming in, but I can not open them without the message
coming that an error occured and if I try to send the error says that the
address book is not configured properly, reinstall. I please need help. I
have paid a tech person from 2 different places recently to help with
different problems and this was the lastest problem that developed in trying
to correct something else. The last person pers zone alert and sypware stuff
