how do i save a publisher file as read only so no one can change

You will never be able to save a Publisher file that folks can't edit. Convert
it to a PDF or an image. The method is exactly as Morisot described. There are
free PDF converters around.

as many pages as your original.

In your original file, Select AllCopy a page (or pair of facing pages.).

In the new file, Paste SPECIAL as PICTURE onto the new page.

You will have to do this procedure for each page (or facing pair.)

(DO NOT get rid of or delete your original file because you cannot edit the
"picture" copy!)
