Default losing image - can grow property

Can someone suggest how i can put an image on a report (similar to a
watermark) and have my text boxes on top of the image. then set the
'can grow' to YES on the text box and keep the image from moving?

when i do this the larger the text box grows the further down the page
the image moves until it is eventually on the 2nd page???

I can't find any setting that will let me keep the image where i place
it and only have the text move to the 2nd page if req'd.

any suggestions are greatly appreciated
