Default Graphics in a catalog

If I am placing graphics into a catalog (graphics are not going through the
merge function because they are spinkled all over), how to I get the
subsequent merge areas to move down - onto a following page?

It seems that I have to manually move all of the merge areas after the
picture? is this correct?

If I'm understanding you properly, yes. Although it's unlikely your
merge area will fill the page exactly, so you should have some slack
space to play around in, so you don't have to move things back down onto
the next page everywhere.
