Default Propose New Time not working through delegates

Outlook2003 both Standard and Pro (Pro SP1 and SP2) on Exchange Server 2003 SP1

Users cannot pinpoint exactly when it happened, but at a certain point in
time delegates lost the ability to apply Propose New Time on meeting invites,
unless the invite is to their personal calendar – the other invitees'
free/busy times are not available. Seeing as how the whole point of a
boss-secretary setup is that the secretary manages the calendar, including
this feature, users are naturally complaining.

In all cases the delegates have full owner rights on the calendar folder
(and these were not changed at any point in time), and in at least one case
on the whole mailbox.

It is not a matter of sender blocking the option, as same invite sent to the
boss and the secretary – the secretary can propose from her invitation, just
not from the boss'.

This is an organizational issue, and to the best of my ability to check not
specific to one machine or another.

Is there any way to get this ability back?

I must confess that I am not clear whether this is an Outlook issue or an
Exchange Server one, as I don't know where this option is controlled. If this
is an Exchange issue, please let me know so that I can ask our Exchange
consultant for help (if possible with an explanation why).
