Default does anyone know how to get outlook to rebuild the menus?

I once had a problem a long time ago with my toolbars not working, someone
on the board had me delete a file and then restart outlook and it had to
rebuild th corresponding files at startup--- I can't remember how to do
that, can you help?

The file you were told to delete is %AppData%\Microsoft\Outlook\outcmd.dat
