Default Need help: Can't create ADP Database in MSDE from MS Access

I can't seem to create an ADP Project database on MSDE using MS
Access. I get no error messages, but no database is created and I
can't create tables using MS Access.

I've tried the SQL Server group but they can't solve it.

Please don't suggest alternative tools for creating a database. The
objective is to use MS Access.

Symptoms:
We attempt to create a new database from MS Access on one computer, in
MSDE on the other computer. The SQL Server Database Wizard executes
normally, produces no error message, but at its final database
creation, its progress bar appears for only a split second. An admin
tool on the MSDE computer confirms that no database has been created.

Some details:
1) Two Win2K computers, one with MSDE2000A and the other with MS
Access SP3. This constitutes our test-bed. I believe the SQL Server
readiness patch has been applied to MS Access.
2) File and Printer Sharing and Client for MS networks are
enabled on both computers, and have been verified as working. We are
sure the computers can communicate.
3) MSDE is set for Windows Authentication only, but there is no
domain controller. This is an objective of the test-bed, although
we're not sure we can do this without a domain controller. TCP/IP and
named pipes are enabled, because of a potential requirement for named
pipes if Windows Authentication is to work.
4) Both the MS Access computer and the MSDE computer are operated
under the Windows standard "Administrator" accounts that have the same
password as the MSDE SA account. We did not create and do not operate
under user accounts that have been assigned as administrators. Both
computers are in the same work group. We thought this would give MS
Access all the required permissions under the BuiltIn/Administrators
account on the MSDE.
5) As this a named instance of MSDE, the client and server
network components have been set up to use port 1433.
6) There is no firewall on either computer.
