Sounds like it is already open but not visible in the Taskbar.
Use Task Manager to check if there is an instance of msimn.exe running
If there is, and you are sure it isn't doing anything, e.g. as seen by
TM's Processes statistics for that task, you could try to kill it
with the End Process button.



One of the resolutions to try says that I have to access Store
Fol;der in Windows Explorer. I cannot do this. Can you help?



Before trying to open OE again, try making sure that Work Offline is set.
E.g. in IE press Alt-F,W.
