Default "Out Of Office" command not available

I am having a serious issue with this one, when one of our users needs to
access their 'Out of Office' settings, there are told that the command is not
available and the component needs to be installed. I have tried installing
the component via the user login and the admin login without success. I have
also tried removing all profiles and adding them again - also without
success. I have tried uninstalling the application and re-installing - also
without sucess. In the end fortunately, we have a Ghost solution where I
flattened the machine with a current build which includes outlook installed
and it worked. It's just that I don't want to go down this route every time
this error occurs.
I will appreciate any help I can get on this.

Hi,

Thanks for your reply. We are currently using a Exchange 2003 cluster.
