Default toolbox wizard dissapeard

I work on an access file. When I try to create a combo box in the design view
of a form the relevant wizard is not shown. I set the relevant parameters
manual in combo box properties. When I close the design view an error message
appeear and doe not accept any changes. When I work with the same file in
another computer then wizard is appeard and sevs the new designes as normal.
PS It seems that there is a lock file in the relevant path. The above
affects all my acesse files. several dates back I used to perform chambes
without problems. It seem that I did something wrong

Open the tool box and click on the Wizard button (the wand with the
falling stars).
