Default Outlook 2003 should permit users to save calendar years desired.

I use a Palm Pilot and everytime I synchronize my unit all of the calendar
years stored in my Outlook 2003 are transferred to my Palm Pilot. I would
like to select the years I wish to save to the Palm Pilot as well as have the
ability to select years for storage when using Outlook. I rarely if ever go
back more than one calendar year in Outlook and feel that it is a waste
having to keep all of that data not to mention the space and time it takes
when synchronizing to a Palm Pilot or other personal data device. If it is
possible to select calendar years I would like someone to tell me how that is
accomplished.

Default

it would be an option in your sync software, not outlook. I know ActiveSync
supports limiting the data that is synced, palm's software should as well.
