Are you by chance trying to open an htm file in Pub?

Recovering delelted file
Never, never save to a removable disk. Save to the hard drive, copy to the
removable disk. That's true, however, if Publisher crashes during saving, it does not matter

I don't know what the solution is for damage done while saving. The search in
the temp folder might help. There are recovery programs that could recover your file from the flash drive.
