Default Frontpage versus Publisher to maintain simple webpages

I maintained several simple web pages/sites using Frontpage in MSO
Professional 2000. I upgraded to MSO Professional 2003 which doesn't have
Frontpage. Can publisher easily do what I did with Frontpage (mostly edit HTM
files)?
