Default Visio viewer

How can anyone other than other Visio users view the files or import the
pictures into a Word document? Saving as a dwg file (we all have CAD
software) results in the formatting being lost. Saving as a html gives a
corrupted file.
We are using Visio 2002SR1, with Office 2000 and Explorer6.
If we can't solve this I will bin Visio. I don't fancy shelling out for 45
users when only 2 or 3 people will be producing flow charts and the rest just
needing to view them.
Does anyone know of an alternative package that saves either as doc or pdf
files?
