Default Contact pictures not showing in arrived e-mail

Does it always fix itself when you reboot? Does outlook check the
consistency of the pst when you restart outlook?

Yes rebooting always fixes it, and it it doesn't check the PST!

Using outlook 7 to send HTML emails:

When we send emails cc'ing to like five people all the images in our html email show to the five people ...

BUT when we do it using the mail merge to send to all people in outlook, the pictures come with the RED X not displaying and the people do not have the option to download the picture. So all the emails we sent went without the pictures showing. WE have the pictures linked to our server so they should show.. they did great with the cc option for reviewing but when we did the mail merge to all customers they dont
