Command button wizard won't start

Within the last week when I add a command button to a form the wizrd will not
start. I have changed the registry key for sandbox from 3 to 2. That didn't
work. Anyone hav a clue. Was there an update that affected this? Could I
not have the right resource in my application?

On the Toolbox toolbar, there is a button that looks like a magician's wand
(second from the left on mine). Make sure this button is selected; it turns
the wizard on and off.
