Default Customization of Excel 2007

I was just told to use Office 2007 and am stumped right-off-the-bat.

In Version 2003 I had a large amount of control over what was happening from
the Options dialog boxes, displayed from the Tools menu.
How do I do that in 2007? Please note that I work for a company that has
millions of customers, and each has a file that contains a great deal of
personal and sensitive information - we are thus extremely limited to
downloading or purchasing unauthorized add-ons without going through a rather
intensive Network Security process. The FBI would be proud of our security
clearance proceedures :-)
