Default rpc over http

The systems in questino are running outlook 2003 upgraded
from outlook 2002. We are running exchange 2003
enterprise on server 2003 enterprise. I have tested the
server side config and all looks to be in order. When I
try to connect to exchange with outlook using rpc over
http the user cannot login. this is not a firewall issue,
because we get the same result inside. One of the support
articles suggested that the registry entry for rpc be
modified under office 11, but there is no rpc folder
under the office 11 key.
Any help would be appreciated.

I followed the steps and still cannot login. The login
prompt continues to reappear.
