Could not load Office international DLL

I am attempting to load Office 97 on a Gateway, running
Windows 98. The message reads "Could not load Office
international DLL." When I attmept to bring up Excel, I
get the message that there is insufficient memory. I
have plenty of disk space on the hard drive and I have
256MB RAM. If the is a compatibility issue, I could use
the help solving it.
