Default Address Book format is different than Contacts

How can I get the Address Book to display names in Last, First format as my
Contacts are displayed?

Set it that way.
It would be way for us to tell you how if we knew your Outlook version.

Outlook 2002 or 2003. There is no setting that I can find for how the
Address Book displays, only the Contacts. This is especially annoying when I
am writing a new message and click the TO button and the address book pops up
and displays alphabetically using the first names of the Contacts.

Go to Tools E-mail accounts View or change existing directories or
address books Outlook Address Book Change. Set your sort order there
