How do I remove reviewing toolbar from startup

Default How do I remove reviewing toolbar from startup

On start-up, the default toolbar is REVIEWING. Deleting the toolbar via
View_Toolbars lasts until I reboot my computer.
Is there somwhere in the registry I can instruct Excel not to open this
toolbar on start-up?
