Default Outlook 2002 message errors

I cannot send or receive messages. I keep getting the same message "Sending
and Receiving reported error (0x8004060C) Unknown error 0x8004060C"
I have used Outlook for several years on Windows XP and have made no recent
changes. This began when I tried to send an email from a college web site.
I cannot delete any of the messages from the Out Box, or from any of the
folders (including In Box) either.
I have rebooted several times and looked at Support which said to download
and run Scanpst.exe, which I have done several times.
When I try to forward mail from the out box, it goes through, but the mail
stays in the box and won't delete. When I try to delete any mail "The
messaging interface has returned an unknown error. If the problem persists,
restart Outlook."
I can't think of anything else to do.

You could try, in Outlook, FileOffline, wait a while, close Outlook, wait,
restart Outlook & see if you can delete msgs in your Outbox (reverse the
Process, Fileuntick offline)

Thanks, but it still didn't work. Any other suggestions?
