are there limits to numbers of members in a group?

Not sure what you mean by group since Outlook does not use groups.
Limits on the number of mail recipients are imposed by mail servers, not
Outlook.

but doesn't Outlook manage the group lists ? I believe
the question was how many contacts are allowed in a group.

Your post is just as confusing. It is not clear what you mean by group nor
in what environment you are using Outlook.
Outlook imposes no limit to the number Distribution List members, but
Exchange server and other mail transports will.
