Publisher 98 Clip Art Gallery and Win 2000

Default Publisher 98 Clip Art Gallery and Win 2000

I've checked the current postings in this group but don't see any that
address my problem.

I have Office 97 and Publisher 98 installed on a Win 2000 machine on a
network. All the clip art has been copied to this machine.

Users logged into this machine on both network and local accounts that
do not have Administrator permissions cannot use the Publisher Clip
Art Gallery to add clip art to a Picture control. They get an error
message that says something like "The Clip Gallery is in use. Close
the Clip Gallery...."

The Clip Gallery is NOT open at these times. This error does not occur
when users have Administrator permissions.

I've tried using Regedt32 to edit HKEY_LOCAL_MACHINE to add more
permissions to the Users group for the various likely keys such as
ARTGALRY.DLL, with no luck. And adding users to Power Users won't cut
it either; the Clip Gallery will only work for Administrators.

Can anyone suggest any solutions?
