Is it possible to take addresses in the "To:" header directly to a
Distribution list?

This worked for me. Open a new DL and click Select Members. Go to the
message with the addresses, right-click the recipient field, and click Select
All. Then right-click and select Copy (or press Ctrl-C). Right-click in the
Members field of the Select Memebers dialogue you have open and choose Paste.
Click OK.

I meant to say multiple addresses. I have no problem adding single.

not work for you, post the details that will help us determine why what
works for everyone else doesn't work for you.

The "TO:" has the names but not the addresses. I can take each one
indiviualy, right click, add to contacts and will add them. But when I follow
the procedure Microsoft Office does not recognize the name and Check Name
message as follows: "Select the address to use: (No Suggestions)".

Not much to go on here so the most logical guess we would make is that the
recipients were not sent to you in the proper format:
