Default send fax to local numbers

In Outlook 2003 I cannot get my faxes sent to local
numbers. It keeps dialing the area code. I have put in
an area code rule designating several prefixes in my area
code and setting it to only dial the number for those
prefixes. It doesn't work. It always dials the area code.
Any ideas?

The Windows XP Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "International" (also known as
Canonical) format Details on how to use International format to invoke
dialing rules are available he
