Default Property Sheet Tool

In 2007 when in design view - selecting the "Property Sheet" tool puts it at
the top of the screen in the middle - but it cannot be moved. Same thing for
the "Add Existing Field" tool.

How do we move these tools - I keep having to open and close them to see
what is behind them on my forms.
