You have to understand steve and his behaviour. At face value, it may not
appear to be soliciting, but if you know steve's past behaviour, you will recognise that he is just waiting for someone to take him up on his statement and then he will claim that he did not solicit, but the user approached him. Steve has been warned many times in the past and rather than have any of the Access MVPs bother with steve, I am doing the reminding.
