Please Help!! Remove Standard and Formatting Toolbars

Default Please Help!! Remove Standard and Formatting Toolbars

I have created a Menu Bar and that is all I want access to display when
loaded up. There is a checkbox in the toolbarcustomizeoptions area that
says 'Show Standard and Formatting Toolbars on two rows' but it is greyed out.

How can I disable this??????????
