Default dial phone upon receipt of email from specific sender

Is it possible to have Outlook dial a phone number for a certain "contact"
upon receipt of emails from a specific person, with specific words in the
subject or body of the email message and play a prerecorded message?

No. Outlook has no dialer. It invokes the Windows Dialer which has no
support for voice modems.
