Default "Find a Contact", any way to configure it?

Currently in Outlook 2003 (SP1) when we do a search for a contact in the
"Find a Contact" field on the Standard Toolbar it searches the Peronal
Address Book (Contacts) first, then searches the GAL. Is there any way to
reverse this behavior? We would like it to first search the GAL then the
Personal Contacts.

It works the way we want it to every where else in Outlook...like when we
open a new e-mail, type in a last name, and hit ctrl+k...it looks in the GAL
first. Which is what we want. It just doesn't seem to want to work that way
for the "Find a Contact" field on the Standard Toolbar. And yes, we have the
GAL above the Contacts in the Address Book options screen.

Is there some registry tweak that would fix this? Anyone? I've searched
Google several times and can't find anything...most sources say that it
should behave the same way as ctrl+k in e-mails...but it doesn't.
