Default how can I add my own spoken words to a picture

I am trying to find out if I can add my own spoken words to a picture I've
scanned and stored in the My Pictures File. I have Windows XP

The access in this groups name refers to Microsoft Access, a database
program.
Please repost to the correct newsgroup for WindowsXP. I would suggest
