How do I change the tab order in a word document?

I have a word document that has a table on it. I would like the tab order to
go down the columns instead of across the rows. This is a locked document
when it is not being edited, and all the fields in the table consist of drop
down menus. Any help would be wonderful. I am using Word 2003.

You could try using columns (as in FormatColumns)
