how to change entire linecolour in a MS Excel work sheet at a time?

Do you mean "row" color?

Select the row header at left and use the color picker.

Or do you mean "gridlines"?

ToolsOptionsViewGridline Color

OR if you mean border color for a selection...check out the 'Border' tab from
menu FormatCells
