trying to upgrade access 2003 to access to 2007, but it does not load at all

We are going to need a lot more data here. What happens when you insert the
disk etc. This might be a better post under installing and configuring.

Since you provide ZERO details, I will guess that your CD
drive is broken and will not read the CD you bought
