Default The best way ... Im open to ideas.

I have a working hours database so info is entered on a weekly basis for each
employee. I have a query that totals the number of hours for each department
for a particular week (using date criteria and a switchboard form). The part
of the business I work for does enquiry work and we calculate productivity
levels.

For example


Admin

I assume a form on the "many" side of a relationship can be used as a main a
form for another 1-to-many relationship.

"How do" what? You haven't told us much about your table design or what you
need to do.
