Default PowerPoint Master Graphics

Is there a way to have slide master elements always on top on every slide?
Basically - I have a full screen image on almost every slide, but want a
graphic header and footer to show over top of the full screen image.

Corplearning,

Unfortunately you'll have to paste the image onto every slide.

Luckily powerpoint will not make your filesize unnecessarily bigger, as it
know the pasted images are the same from slide to slide.

Other than the text placeholders, slide master elements are always behind
everything else on the slide so you'll probably have to copy your header/footer
to every slide.
