Default When adding toc for the first time I'm asked to update toc

Word 2007:
I have a global template where I've made three levels of tables of
contents. I have also made a number of templates where I want to use
the TOCs stored in the global template.

In two of my templates I get a question asking me if I want to Update
the whole TOC or just the page numbers. But at this time, there is
nothing to update. I haven't inserted a TOC yet.

I don't get this question in any of my other templates. I have tried
to "delete toc" in one of my problematic templates just to make sure
there was nothing hidden there. But no luck. I still get the
question.

Any ideas?

How are the TOCs stored? As AutoText/Building Blocks? Or are the fields
actually present in the template?

The TOCs are stored as building blocks in the global template.

There are no fields at all in the templates where I have the problem.
