Default Picture placement in docs for email

My boss and I have been trying to create a newsletter as a Word Document so
that we can easily use the new mail merge program that Microsoft has. I was
able to create a word document with pictures and text boxes etc easily
enough, but when we sent it through as an email, things were all out of line
(pictures had moved, the banner wasn't visible at the top). When I tried to
edit the document using the web layout view, I was able to move things around
a bit, but whenever I tried to move a picture away from the edges of the page
into the center, it wouldn't go. And if I moved a picture up too close to the
picture above it, the top picture would jump to a random location on the page.

Does anyone have any suggestions for being able to format these pages
correctly? We temporarily created the newsletter in publisher and it was
formatted correctly, but using mail merge with publisher is much more
difficult than using it with word. We'd like to be able to create the
newsletters as word documents.

Mail Merge is nothing new.

To overcome your problem, I would suggest converting the document to a .pdf
file and send that.

The formatting requirements for html e-mail and word document are entirely
different. html does not support headers or footers or even pages. If you
want to prepare the document as the body of an e-mail you need a WYSIWYG
html editor. Word switched to its web view will provide a rudimentary html
editor to give some idea of the problems - as you have found. The use of
tables to lay out your document would work best, however, as Doug suggests,
PDF is an even better way forward.
