Not really.

Short answer: No.
Excel's protection is not security, just protection against changes to the layout, format and some content. Any password protection you assign to a workbook and/or worksheets can be bypassed in a matter of minutes with readily available tools. Locking a file
Only by putting the only copy on removable media and locking it in a
