Default visio 2003 should download with valid product id

I bought this computer from DELL, with MSOffice pre-installed; working fully,
etc.
The MSOffice installation has the -OEM- in the product id.
The MSOffice 2003 professional CD has the holograms, product key stickers,
etc.

and yet I cannot seem to get a full installation of Visio 2003.

Am I the only one with this problem?

1. I have tried buying Visio (CDs) and it went to backorder. Apparently
everyone is buying online.

2. Independently, I downloaded visio 2003 as "free" try, intending to:
*** activate (which I did)
*** convert trial to full product. The conversion screen will:

2.1 not accept the product key emailed with the Visio 2003 download link (I
was not expecting it to)

2.2 not accept the product key on the MSOffice 2003 professional CD

2.3 not take my money online for a key online ("We're sorry, but the Product
ID provided by your product's installation does not currently support online
license purchases.")

3. If I go to microsoft online support, and try to create an email, I enter
the product id
72085-153-2263267-55620
and it tells me it is not valid.

I will accept I am stupid here. Please help the stupid man!

Visio is not part of Microsoft Office Professional. I would guess that
Visio will not accept any product ID from Microsoft Office. Did you
purchase Visio separately from Dell as part of your original order?
