Default application object tree in microsoft access

Is there any way to get an application object tree in microsoft access?
Such as:

Department
- Resource
- Costs
Budget
- Personell
- Costs per year

etc.
I do not want a menu lying at top of my application, but I would like to
have a menu tree defined at the left.
