How can I enable the Protect Form icon on a DOT file I created?

Default How can I enable the Protect Form icon on a DOT file I created?

I have created a few *.dot file that include Text Fields" and have protected
them by using the "Protect Form" icon. When I open the *.dot file to make a
change, I can't seem to unprotect the form to make change or when it for some
reason it let's me & I can make change, then the "Protect Form" icon is
disabled so I can't protect it. I must ne missing something!? -help?
