Three suggestions:

1. Bookmark your TOC heading and then insert hyperlinks to that
bookmark at any location in your document.

or

2. Press Ctrl+Home to go to the beginning of the document. Although
this probably won't move the cursor to the actual TOC, it could very
well be close enough.

or

3. If you are using Word 2002 or later there is a "Go to TOC" toolbar
button which you can add to a toolbar: On the Tools menu, choose
Customize. In the Customize dialog box, click the Commands tab. Select
the All Commands category and scroll down to "GotoTableOfContents".
Drag the command to a toolbar of your choice.

Obviously, (1) is closest to what you described, but (3) is probably
the easiest.
