Default blocking read receipts

How can I turn this off in Outlook 2003? When I click "never send a response" under tracking options, it still sends a response if the sender is from within the company. Is this an "improvement" over previous versions, or is there something I'm missing?

I'm not sure - I didn't have '02. Does this mean it's unavailable?

If your company adminstrator has enabled receipts by policy, I don't think
you as an end user can disable them entirely.
