Default One record one page shrink grow within single page

Win2000 SP4 + Access 2000 (.adp) + SQL Server 2000 SP3a

Hopefully this can be done, and hopefully someone wouldn't mind pointing me
in the right direction

Can I have one record per page on a report and no matter how large (in
volume) the data is, it won't go onto another page, but on a single page the
objects can shrink / grow if they need to but only to a maximum. One record,
one page.

eg

1* A4 Lanscape report
2* text box's divide the page in half exactly.
Can shrink is set to YES, can grow set to YES as the two text box's are
varchar(2500)
So if the box's need to grow or shrink they can do, but to not go beyond the
boundry of one record one page?

I should add that although these are run of on reports, there is no
totalling/grouping, so if its easier / any different, Im open to the
possibility of doing this in a form rather than a report??
